In what will be the talk of the town for the next few days, North Little Rock Alderman Cary Gaines has admitted being named (not indicted) in a Federal indictment of another person. One of the counts in the indictment allegedly involved a kickback scheme on a NLR City concrete sidewalk and landscape contract that were to be No-Bid. Neither deal reportedly went through. Apparently someone in the investigation was wearing a wire and the indictment includes quotes from Alderman Gaines. This story was broken first by the Arkansas Times Blog and you can read the entire Indictment here. The part about the alleged kickback scheme is Count 7 starting on page 18, just scroll on down.
NLR does far too much waiving of formal bidding requirements for my personal taste resulting in no bid contracts. No bid contracts generally do not create open and transparent government. No Bid is No Win for taxpayers and possibly no win for an Alderman. Perhaps if something good were to come out of this, the City Council would pass a resolution to NOT waive formal bidding requirements in the future.
